While it does have the potential for the highest defense and evasion on a Barrier, even a minimum stat Red Ring is worth wearing for the across the board stat boosts. The +20 LUCK can help maximize several Level 200 classes that have more restrictive Material caps, and the combined ATP/ATA  boost is great every class. Throw-in some great elemental defenses, and it's easy to see why Red Ring is one of the most desirable items in the game.
 
There are a few instances where you won't want to equip Red Ring: when you want to have very high EDK to resist Megid, when you want to use a Merge to increase technique power/range, when the slightly higher ATP boost from Kasami Bracer could give you more combo kills, or if it happens to be banned from use in a particular quest. Other than that, you will want to use a Red Ring if you have one.
